About Us
Care Franchising Compliance is the publishing arm of Care Franchising Limited (Companies House 16271445), the sister company to Care Horizons Limited (Companies House 05093285) — a CQC-rated "Good" community care provider operating across Bristol and South Gloucestershire since 2004.
Vierka Hiscock leads both companies.
Three decades of business and care leadership
Vierka's professional career spans three decades. She qualified and worked as a business manager and accountant in Slovakia from 1995, specialising in export and import management. After moving to the UK in 2004, she worked across multiple care sector roles before acquiring Care Horizons Limited, which she has led as Managing Director since January 2017.
Care Horizons Limited has been operating as a registered care provider since 5 April 2004 — over 21 years of continuous trading and CQC registration. The library you're buying from is built on top of an active, inspected, operational community care service — not abstracted from one.
What Care Horizons Limited does
Care Horizons specialises in in-home day and 24/7 care and lifestyle management for individuals with mental health conditions, learning disabilities, autism, Parkinson's, Alzheimer's, and complex needs. It serves clients across South West Gloucestershire and Bristol.
The service is:
- CQC registered and rated "Good"
- ISO 9001 (Quality Management) certified
- ISO 45001 (Occupational Health and Safety) certified
- Active on the Bristol and South Gloucestershire commissioning frameworks
- Listed on Care & Support West, Care Choices, and homecare.co.uk
Five reasons UK community care providers trust our policy suites
1. Practitioner-built, not consultant-written. Every suite is authored and reviewed by people who have run, registered, inspected and re-registered community care services. Each policy answers the question "how does this actually work in a Tuesday-morning visit?" — not just "what does the regulation say?"
2. ISO 9001 and ISO 45001 certified. Care Horizons Limited holds both ISO 9001 (Quality Management) and ISO 45001 (Occupational Health and Safety) certification. Our policy frameworks are built on the same management systems that are externally audited every year.
3. Aligned to the CQC Single Assessment Framework. Every policy suite maps explicitly to CQC SAF quality statements across SAFE, EFFECTIVE, CARING, RESPONSIVE and WELL-LED. When you customise a suite for your service, you can show an inspector exactly which quality statement each form evidences.
4. Current, comprehensive, and continually maintained. Our v3.0 library reflects the 2025 regulation: post-PSIRF, post-LPS implementation, post-Sponsor Licence reform, post-Online Safety Act. We monitor CQC, NICE, ICO, UKVI, and HSE for changes — and update affected suites at version increments.
5. White-label ready. Sixty minutes to operational. Every document carries [INSERT] placeholders for your organisation name, your registered manager, your service type, and your specific operational details. A typical suite takes 45–60 minutes to customise from purchase to deployment-ready.
Who buys from us

- Established providers modernising legacy policies to v3.0 / SAF-aligned standards
- Supported living and extra care providers needing community-specific (not residential) policies

What you get with every suite
Every Policy Suite is delivered as a digital download containing four customer-facing documents:
- Policy Template (Word) — the policy itself, fully customisable, with [INSERT] placeholders, [Company Name] white-labelling, and a complete document control table on the cover
- Forms Workbook (Excel) — every operational form referenced in the policy, in a single workbook, with consistent branding
- Individual Word Forms — the same forms in editable Word format, for printing or filling in by hand
- Master Implementation Checklist (Word) — phased deployment guide with RAG-coded priority levels (MUST / SHOULD / GOOD PRACTICE), forms tracker, sign-off table, and CQC inspection-readiness statement
All documents share consistent v3.0 branding and full UK regulatory citation in headers and footers.
